Chapter Ⅰ General Rules

Article 1

The organization named Chinese Society of Clinical Oncology (CSCO). Under the guidance of Chinese Anti Cancer Association (CACA), CSCO is a non-corporative, academic and cooperative organization that consists of nation-wide voluntary medical professionals and organs in the area of clinical oncology.

Article 2

Tenet: Under the leadership of Chinese Communist Party, CSCO insists the “Four Fundamental Principles”, insists the Reform of the Economic Structure and the Open Policy, accepts the leadership and monitoring from the Ministry of Health and CACA, observes the laws and regulations, insists the philosophy of “Teamwork, Cooperation and Practicalism”, organizesthe medical professionals in area of clinical oncology national widely, processes the multi-disciplinary, multi-center and multi-level clinical cooperation standardized by GCP, develops and promotes the advanced diagnosis and treatment, propagandizes and popularizes the anti-cancer knowledge; advocates the Integration of Western Medicine and Traditional Chinese Medicine, coordinates domestic medical research, strengthens the international communication, continually improving the treatment and research level for clinical oncology, promoting the positive development of Chinese research oncancer prevention, improving the public health and serving for the project of“Four Modernizations”.


Chapter Ⅱ Objective

Article 3

The objective of the establishment of CSCO

3.1 Improving the research level on clinical oncology, promoting the advanced method of diagnosis and treatment, organizing and promoting the GCP-standardized scientific cooperation, collecting and providing the most updated anti cancer information around the world, actively organizing the academic communications, editing and publishing the academic paper materials on this field.

3.2 Establishing the close relationship with other related academic organizations and anti-cancer organizations world widely, actively developing international communications for both academy and friendship, developing wide cooperation on the area of clinical oncology.

3.3 Developing the continued education, training professionals on cancer fighting, updating the technology and technique on clinical oncology, improving the academic and practicing abilities of clinical oncology professionals, commending and recommending the outstanding clinical oncology professionals, recommending and encouraging outstanding academic articles, works and scientific achievement.

3.4 Actively developing the public education on cancer treatment and prevention, popularizing the anti-cancer knowledge and promoting public cancer prevention activities through all kinds of propagandizing media and other channels. Developing cancer consultancy on diagnosis and treatment, organizing and supporting cancer statistics, offering medical, nursing and recovering directions and other services to the public.

3.5 Taking the position of the government's assistant for cancer treatment and prevention and the communication channel between government authorities and clinical oncology professionals, actively providing to related parties the positive suggestions on oncology disease handling and research, undertaking the requested work of cancer treatment and prevention policy making, scientific project competition, scientific product evaluation and so on. Actively conveying the demand of clinical oncology professionals and help to protect their legal rights.


Chapter Ⅲ Membership

Article 4

Any individual professionals and organizations on the area of clinical oncology could be the member of CSCO after they approved by the Executive Committee, only if the basic membership entry conditions aremeet, the regulations of CSCO are observed, the CSCO activities are actively participated and the paper application is submitted. The members would be given membership certificate and be subjected to according rights/obligations.

Article 5

Enrollment procedures for member

5.1 Individual member: the individual member should be well educated and have basic professional qualification. Before becoming the individual member of CSCO, the applicant should apply personally, be recommended by tow active members, fill in the Membership Application Form for individual Member and be approved by the Executive Committee.

5.2 Group member: a group member is expected to be the official and authoritative medical organization and academic institution that is related to clinical oncology. After approved by the Executive Committee, the CSCO group membership could be obtained after the Membership Application Form for Group Member is filled and the according membership fee is collected.

Article 6

The rights, obligations, encouragements and penalties formembers

6.1 It is the obligation for members to observe the regulations and rules, pay membership fees on schedule, support and pay attention to the work of CSCO, implement the decisions of the Executive Committee,complete the mission authorized by CSCO, actively participate or provide cooperation in cancer prevention activities organized by CSCO.

6.2 Members have the right to vote, to recommend and stand for election; members have the right to suggest and supervise the operation of the organization, to participate the academic or public-interested activities organized by CSCO; members enjoy the priority and other beneficial advantages offered by CSCO, receive the academic material sent by CSCO and other support from CSCO.

6.3 Members are subjected to the encouragement and material awarding from CSCO when receive significant achievement or provide important contribution to the area of clinical oncology.

6.4 Members have the freedom to unsubscribe. The unsubscribe procedure could be taken after member submit paper unsubscribe application and obtain approval from the Executive Committee. The absences of membership fee for consecutive two years would be considered as unilateral unsubscribe, and no right or obligation applies any more. The Executive Committee reserves the right to suggest to unsubscribe or even to decapitate those who are involved in the action against regulations or illegal affairs against the reputation of CSCO.


Chapter Ⅳ The structure of the organization

Article 7

The organization organ of CSCO applies the principle of Democratic of Centralism. The National Member's Congress is the highest power organ that meets in session once every four years. The Congress members consist of elected members, group members and special members. In the Congress meeting, the working policies and mission of CSCO are discussed, regulations and rules are formulated and modified, the Executive Committee Report is examined, the solutions and decisions are generated, the new Executive Committee membersare elected and censored, and the election results are filed by CACA.

Article 8

The Committee is the leadership organ during the conclusion of National Member's Congress. The Committee member should be elected through appropriate pre-voting consideration, democratic consultation,and unsigned voting. The responsibility of the Committee is to: implement the decisions of the Congress, formulate and examine the working plans, determine the structure configuration of all functions, select the CSCO leaders and cooperated with Committee leaders in academic activities, instruct and supervisethe financial affairs, recommend and award the outstanding members and so on.The Committee meets in session once per two years.

Article 9

The Executive Committee consists of one Director of CSCO, more than one Deputy Directors, one Secretary in general, more than one Deputy Secretary in general and several Executive Committee Members, who are elected from Committee. The Director and Deputy Director hold the duty for no more than two terms, although permitted to be on duty again on separate terms. When the Committee is not in session, as the administration organ the Executive Committee may execute the Committee's right. The Executive Committee meets insession once every year and is subject to emergent meeting when necessary.

Article 10

The Steering Committee consists of those nationally prestigious experts who offered significant contribution to the development of China clinical oncology, exceed the legitimate working age but still insist clinical working. The position of Director applied for the Steering Committee. The members of Steering Committee have the same rights and obligations with the Executive Committee members, and have the rights to instruct, supervise andsuggest the work of CSCO.

Article 11

During the suspension of the Executive Committee meeting, the Director is the leader to administrate the operation of CSCO, while the Secretary in general is responsible for implementing the decisions of the Executive Committee and handle other administrative affairs under the leadership of Director. The structure of the CSCO includes the General Office, Secretary Office and other several functions, those are operated by some Executive Committee members or Committee members (including Steering Committeemembers), coordinated by Secretary in general. According to the academic demands, several special research teams could be established when necessary after approved by Committee.

Article 12

Nominated by the Director and approved by the Committee, the prestigious and outstanding professionals who offered significant contribution to Chinese anti-cancer industry may be appointed to be as Honorary Director. Those internationally prestigious experts in the area of clinical oncology also may be appointed as the Communicating Member or Honorary Member of  CSCO.

Chapter Ⅴ Finance

Article 13

The funds of CSCO come from: membership fees, donation from persons or organizations in cancer prevention area, science development, consultant service and so on.

Article 14

Finance management: the financial management system underthe leadership of the Executive Committee should be established and improved; the financial laws and rules of State on scientific organization are applied to the expenditure management of CSCO; the expenditure is restricted to be used on the activities and development of CSCO; accounting department should report to Executive Committee and Secretary in general on schedule and should receive the financial supervision and examining of CACA.


Chapter Ⅵ Accessories

Article 15

CSCO office is located in Beijing. The Emblem of CSCO is designed and published uniformly according to the constitution of the organization.

Article 16

Procedure of termination: when the organization of CSCO needs to be terminated, the dismiss decision can not be made unless once the decision of a vote of more than two-thirds on the temporary National Member's Congress and approved by both the Executive Committee and the CACA.

Article 17

This Regulation takes effect immediately since the day when approved by National Member's Congress, with the filing in The Ministry of Health and CACA. The Executive Committee reserves the right of explanation for the Regulation.
